CIO - Lion Lesley Clarke

Lions Clubs with Charity Trust status – CIO registration– Starting the process- a brief overview.
When a Lions Club decides to change its status to become a Charitable Incorporated Organisation please contact Lion Lesley Clarke ([email protected]) who will guide them through the journey. The important factors to encourage a charitable trust club to transfer to a CIO is that all their members are individually covered by Limited Liability in the case of an unforeseen claim and also the club can claim Gift Aid on the members subscriptions.
1. Provide a copy of last year’s Accounts
2. Complete Information Required to set up new CIO
3. Complete Questionnaire (Incorporating your Lions Club and Charitable Trust)
4. Club to decide number of Trustees required for the new CIO (between three and twelve)
5. For each of the Trustees complete 3 forms (Trustee Information, Declaration and Willingness to be a trustee), and sign trustee Eligibility Declaration. One of the trustees has to be the Chairman.
6. Adopt and adapt for your Club the standard, draft Grant Making policy and public benefit statement to be submitted with the CIO application.

When items 1 to 6 are complete, e-mail or post the completed forms to [email protected] so that the CIO Application can be dealt with on the club’s behalf. Once the application has been completed “application for registration” will be sent to you for checking and once the club approves the application, it will be sub-mitted on your behalf to the Charity Commission.

Once the application is accepted by the Charity Commission the next step is to organise a meeting for the Club to formally vote to proceed, for resolutions to be passed to enable the transfer of assets to happen and for application to be made for the Charity Commission to approve asset transfer. Unless your bankers can agree to change the name of your charity bank account, open a new bank account in the name of the CIO.

You will receive a CIO Constitution (this has been approved by Charity Commission and Lions Clubs International – best to accept as written) and By Laws when you become CIO with charity number and trustees inserted. A meeting of CIO Trustees will be required to formally adopt the Draft Grant Making policy and other standard Lions policies. And Club By-Laws to be agreed.
